They might sound like the same thing when you're just staring at studs and concrete, but legally and functionally, they are worlds apart. What Exactly is an "Internal ADU"?
First, let’s get the "contractor speak" out of the way. If you want to rent out your basement to a tenant, the state of Utah calls that an Internal Accessory Dwelling Unit (IADU).
To be a legal IADU (a basement apartment), the space generally needs:
A dedicated place to sleep (bedroom).
A dedicated place to cook (a full kitchen).
A dedicated bathroom.
A separate entrance (usually).

A Guest Suite, on the other hand, is basically just an extension of your existing home. It might have a nice bedroom, a full bath, and maybe even a small "wet bar" (without a stove), but it’s intended for family, friends, or your high-schooler who needs a bit more space.
The big benefit here? Fewer hoops to jump through. While you still need a building permit for the renovation itself, you generally don't have to deal with the specific "Internal ADU" rental licenses or the owner-occupancy requirements that come with being a landlord.
Local Zoning: Why Your City Matters
Whether you’re in Riverton, Magna, or the heart of the Salt Lake Valley, zoning is king. Thanks to recent state laws like HB 82, most single-family zones in Utah are now required to allow internal ADUs, but each city has its own flavor of rules.
For example, a handyman in Sandy, Utah has to follow different parking regulations than a handyman in Herriman. Some cities require an extra off-street parking spot for your tenant, and most will insist that you (the owner) actually live on the property.
Which One Should You Choose?
Deciding between the two really comes down to your "why."
Choose a Basement Apartment if you want a second income stream to help pay the mortgage and don't mind the extra permitting and "landlord" responsibilities.
Choose a Guest Suite if you just want to increase your home’s comfort and value for your own family’s use without the complexity of rental regulations.
